In personal letter, the language used is not formal as in business letters. Personal letter is usually between friends, family or penpals, so it has to be informal so that it shows the close relation and proximity between the writer and the receiver.  It means that you can use phrasal verbs, slang words and terms of endearment in it too, if necessary.
